Regulatory Compliance Objects for agentic commerce
RCO-A2A serves Regulatory Compliance Objects: signed, deterministic, machine-verifiable compliance state per GTIN per jurisdiction, resolved upstream — agents consume the result of the rules, not the rules. Four read tools (resolve_compliance, get_record, list_rule_sets, list_issuers) are session-free, require no account, and return typed responses; one write tool (publish_record) is the controlled issuer path on the partner rail and requires an issuer subscription key.

RCO — the Record of Cleared Orders: (decision_id) returns the signed receipt of one cleared decision: what was cleared (a GTIN, an ISIN, a product id), for which actor class, under which rule and version, the records read, the signal, when, the issuing door, its signature and the Confidential Ledger transaction id. Writers: authorised doors (the GSC hub gates; Allooloo's resolver and nodes; licensed firms with an office key). Everyone reads, no auth, no PII, no amounts.
