A missing fibre record does not prove that fibre is unavailable. Future rollout dates are not delivery guarantees. Marketing is forbidden before the Communication Date. A reached date only clears that date restriction; it is not marketing approval. Missing dates do not confirm permission. GK99 blocks Swisscom service, independently of ALEX.
