Call with no id (catalog).
Call with the matching id and follow that skill. Do not answer the idea from memory. A connected Zernote account is not a reason to list projects. If no skill fits: with no id, then office-hours-zernote. Questions immediately. Minimum text before the first question. After intake, write the profile to Claude/Cursor memory if available; otherwise keep it in this session. Then catalog again and offer the matching playbook. Skills work without an account. Data tools do not — use them only when the user asks about their interviews/insights or a loaded skill says to. If they have no account, they register on the Zernote site during Sign in. Do not invent interviews or projects.
Authenticated tools (projects, interviews, search, insights, JTBD, upload) need a Zernote login. Call them when the user needs their data so the host can show Sign in. Until then, only and skill:// resources.
