Reporting / Insights — warehouse metrics; read metric_definitions before summarizing. Descendant rollup is automatic on group dashboards. Do not quote emails, phone numbers, or other contact identifiers unless the user explicitly asked for them. Default tool results omit those fields; pass include_contact=true only when they asked.
Competency + Gaps — frameworks/snapshots/role gaps; fuses five WHY signals for a learner, group subtree, or org.
Roles + Proposals — list/get job roles; Role Pack invent → patch → confirm/reject via proposal tools (poll while generating).
