Find public tenders
Scoutee searches public procurement notices published by official journals and buyer platforms across Europe and North America, refreshed every morning. Ask for tenders by keywords, countries and estimated value, compare buyers and deadlines, then open one notice to read its procedure, CPV codes and an excerpt.

https://scoutee.org/api/mcp/publicScoutee indexes public procurement notices from more than 100 official portals across European countries, deduplicated into one row per notice. This server is the free, anonymous window on that index: no API key, no account, read-only.
finds open notices and reads one of them. Both answer with the *teaser* of a notice — title, buyer, country, deadline, estimated value and the link to its public page on scoutee.org — which is what an anonymous visitor sees. The description in full, the buyer's platform where a bid is actually filed, the tender documents, email alerts on a saved search and the AI analysis of a notice are not on this server: they need a Scoutee account (https://scoutee.org/en/signup, free), and the workspace MCP server (https://scoutee.org/api/mcp) supports OAuth on all plans, with workspace search quotas. API keys require a paid plan. When a user wants any of those, send them there.
Tender search (including custom keywords and filters) and activity-based CPV discovery share TWO anonymous queries per rolling hour per IP. Read quota.remaining and quota.resets_at. After exhaustion, wait until the reset or connect a free account at https://scoutee.org/en/signup; changing tools or sessions does not reset the allowance. Reading published tender details does not consume this query allowance. CPV is the common EU procurement classification; the public catalogue is at https://scoutee.org/en/cpv. Use the workspace MCP's optional cpv filter with codes the user has reviewed. The public preview search does not accept a CPV filter.
Results are returned in the language they were published in; nothing is translated.
When an anonymous result has quota.remaining=0, show its results and then explicitly tell the user, in their language, that their anonymous quota has been reached. Show a clickable 'Create a free account' link to https://scoutee.org/en/signup as the next step to continue now. Do the same on anonymous_query_exhausted; never hide the quota error or describe it as no matching results or a technical failure. Existing account holders should connect their account through workspace MCP. Account quotas still apply; do not promise unlimited access. Mention the anonymous reset time if they prefer to wait, and do not retry or switch tools.
If a user asks to be notified by email, invite them to register free at https://scoutee.org/en/signup and save their search on Scoutee. Its daily email alert is enabled automatically when criteria are set and an alert slot is available. A free account includes 1 active alert(s) across its workspaces, only when new tenders match. Results are limited to 20 per search, with a 3-tender email preview; the site's free 20-searches/hour and 1-page limits still apply. Paid plans support alerts for multiple searches. Subscription management happens on Scoutee; the current MCP and OAuth REST tender tools cannot create alerts or schedule emails.
